TRF Opens Second Chances Ranch in Illinois

The Thoroughbred Retirement Foundation (TRF) has announced an agreement with the State of Illinois to open its ninth correctional facility-based farm, the Second Chances Ranch at the Vandalia Correctional Facility in Vandalia, Ill.
