Oldcastle Precast Awarded SCI Graterford Contract

GRATERFORD, Pa. — Oldcastle Precast Modular has been awarded the precast cell contract for the new State Correctional Institution Graterford East and West project. The new $365 million prison is one of the largest correctional projects in progress in the United States. The new East facility will incorporate more than 2,100 Level-4/Level-5 maximum-security beds and the new West facility will include 2,000 Level-3 medium security beds.

Oldcastle was awarded the contract to design, engineer, manufacture and erect the 2,112 precast concrete cells and 68 bare shower modules for the main housing units , L3/L4/L5, which will incorporate single- and double-occupancy cells. A unique feature of the precast cells will be a secure monolithically cast ceiling. Oldcastle is manufacturing the 7 foot, 6 inch secure ceiling by casting monolithically with the upper cell modules to prevent inmate access to the mechanical areas. Oldcastle will also install the detention furniture, sliding door frames, lights, window, interior wall paint, exterior wall insulation and formliner finish. The cells will be delivered to the site and erected.

The project Architect of Record is Astorino, Heery Design Group, and KZF Design.

The joint venture of Walsh Construction and Heery International are the principal builders of the new SCI Graterford prison which is designed as a multi-building complex and includes main housing units , administration, security, health services, dietary services, maintenance shops, chapel/treatment, learning resources, inmate activities/recreation, guard stations, sallyports, and central plant according to the revised bid notice.

The Graterford project is part of a statewide initiative to add 9,000 beds to Pennsylvania’s overcrowded state prison system. The new medium/maximum security facility, with a total capacity of just over 4,000 male inmates is being designed to achieve LEED certification, utilizing storm water runoff and local, low-impact materials.

Graterford will be Pennsylvania’s first LEED-certified prison and is tentatively expected to open in 2014.
