Alva Dwight “Al” Milligan passed away October 22, 2012 at the age of 64. A founding member of the Construction and Maintenance Institute for Criminal Justice Agencies (CMI)—along with fellow founding members members Bill Harmon of South Carolina, Dave Elliott of Connecticut, and Stan Bates of Arizona—Al is survived by his wife of 15 years, Linda Rae Milligan; his brother and sister-in-law, Donald and Mary Milligan of Yuma, Ariz.; three sisters, LaRue, Wynona and Sandra Nance and husband Dale, and several nieces and nephews.
