A superintendent of the Pennsylvania Department of Corrections, David Pitkins has been promoted to regional deputy secretary. With 23 years of experience, Pitkins will oversee all western Pennsylvania state prisons. In 1996, he was on a transition team that helped open the lockup on the grounds of the former Somerset State Hospital.

Charles E. Samuels Jr. is now the new Director of the Federal Bureau of Prisons, where he will continue to build upon 23 years of distinguished service. Currently serving as assistant director of the Correctional Programs Division since January 2011, Samuels oversees all inmate management and program functions, including counterterrorism initiatives, security and emergency planning, inmate transportation, case management, mental health and religious services, and more.

Duane Terrell is the new administrator at Marion Correctional Institution, a facility that houses about 800 male inmates. Terrell previously served as the facility’s assistant superintendent for custody and operations, which he was appointed to in 2003.
